Public records for Estill County Public Library may be viewed during regular business hours at 184 Broadway St., Irvine, KY 40336, between 9:00 a.m. and 5:00 p.m., Monday through Friday.

Requests to inspect public records should be made in one of the following manners:

• in person

• via US Mail

• through Email

• by fax 

Requests to inspect public records must include the following:

• a description of the records you seek

• your name printed/typed legibly

• your signature

• your mailing address or email address if you ask for copies by mail or email

• the date submitted

• whether you wish to review records on agency premises OR receive copies by mail

• a statement that your request is noncommercial (or commercial)

• a statement that you are a resident, and the section of KRS 61.870(10) under which you qualify

o a. A person who lives in KY – KRS 61.870(10)(a)

o b. A business located in KY – KRS 61.870(10)(b)

o c. A business registered in KY – KRS 61.870(10)(c)

o d. A person who is employed/works in KY – KRS 61.870(10)(d)

o e. A person who owns property in KY – KRS 61.870(10)(e)

o f. An authorized representative of any of the above- KRS 61.870(10)(f)

o g. A news gathering organization as defined in KRS 189.635(8)(b)1 – KRS 61.870(10)(g)

Nonresidents may request records but don’t have an enforceable right.

The Custodian of Records has five (5) business days in which to respond in writing to open records requests.  The Custodian of Records shall grant access to legally requested records within a reasonable time frame, and will charge reasonable fees for duplication of records, if copies are requested.
